The Italian Web Tax changes face: what was initially meant to be a measure to tax tech giants like Amazon and Google now also hits small and medium-sized enterprises (SMEs). The government has decided to eliminate the global revenue thresholds that exempted SMEs, extending the 3% tax to the revenues of small Italian digital businesses as well. This decision has sparked a wave of criticism and concern, not only from industry operators but also from political figures themselves.
The risk, as many trade associations point out, is that the Web Tax ends up harming precisely those small businesses that struggle to compete in a globalized market. These companies do not have the financial resources of large multinationals to absorb the new tax burden, and this could limit their profit margins, reduce their ability to innovate, and in some cases, even lead them to move operations to countries with more favorable tax regimes.
The decision to extend the Web Tax to SMEs has also been the subject of debate within the government. Giorgia Meloni, who in the past had called the Web Tax "nonsense," appears to have changed her stance in the face of the need to increase tax revenue. However, this shift has not been met without criticism. Regulatory uncertainty and increasing tax pressure risk hindering the Italian digital transformation, at a time when innovation and economic growth are more crucial than ever.
